Skip nix upgrade-nix when Nix is installed in a nix profile (#622)
Make `nix upgrade-nix` a separate step Also check that Nix can be upgraded before running `nix upgrade-nix` to work around a bug. See: <https://github.com/NixOS/nix/issues/5473>
